Designed for practitioners, policymakers, and civil society leaders, the course covers the evolution of internet governance, the critical role of core technical infrastructure, and the emerging challenges of cybersecurity, digital rights, and the ethical deployment of technologies like artificial intelligence. Participants will gain the critical frameworks needed to engage effectively in regional and global digital policy ecosystems.
This course includes

Module 1: Foundations of Internet and Digital Governance

  • Objective: Understand the core concepts, history, and multi-stakeholder models that govern the global internet.

Lessons:

  • Lesson 1.1: Defining Digital Governance vs. Internet Governance.

Lesson 1.2: History and Evolution of the Internet Ecosystem (From ARPANET to WSIS).

Lesson 1.3: The Multi-Stakeholder Model: Roles of Government, Civil Society, Academia, and the Technical Community.

Lesson 1.4: Key Global and Regional Governing Bodies (ICANN, IGF, AfIGF, ITU).

Module 2: Technical Infrastructure and the DNS Ecosystem

    Objective: Demystify the physical and logical layers of the internet, focusing on critical internet infrastructure and identifier systems.

    • Lesson 2.1: How the Internet Works: Packets, Protocols (TCP/IP), and Routing.

    Lesson 2.2: The Domain Name System (DNS) Root Zone, TLDs (gTLDs vs. ccTLDs), and Registries.

    Lesson 2.3: IP Address Management: The Role of IANA and Regional Internet Registries (RIRs) like AfriNIC.

    Lesson 2.4: Critical Infrastructure in Africa: IXPs, Subsea Cables, and Terrestrial Fiber Networks.

Module 3: Trust, Security, and DNS Abuse

    Objective: Examine the threat landscape threatening digital economies and the collaborative mechanisms used to secure core infrastructure.

    • Lesson 3.1: Introduction to Cybersecurity and Cybercrime Frameworks.

    Lesson 3.2: Understanding DNS Abuse: Phishing, Malware, Botnets, and Pharming.
